Buildings and Solar Panels – Changes Coming in 2026

"It took a visionary leader to wake up the country."
“A vision that inspired policy and legal changes.”

Riza Smajli – The Voice That Influenced Kosovo's Energy Future

With continued commitment and a clear vision for sustainable development, Mr. Riza Smajli has emerged as one of the most important figures who have influenced the transformation of energy policies in Kosovo. As a leader in the private sector and a strong voice in the public debate, he has been an inspiration and key contributor in the drafting of legal initiatives for renewable energy and energy efficiency.

Thanks to his long-term commitment, Mr. Smajli's influence has transcended the boundaries of the private sector, directly influencing public institutions – including the Ministry of Infrastructure and Energy – in the drafting and approval of draft laws that will define Kosovo's new path towards a sustainable energy transition.

This vision was not built overnight and is not the result of a random decision. It is the fruit of a long and sustained process, where many individuals with experience, knowledge and strategic commitment have made valuable contributions.

The Names That Built the Foundation

  • Hykmete Bajrami – Former minister with a deep reformist approach, who contributed significantly to the drafting of policies for sustainable development and clean energy.

  • Ardian Gjini – A true expert on urbanism and environmental issues, known for his ongoing commitment to green building and energy efficiency in urban planning.

  • Gëzim Musabeliu – Former Deputy Minister of Infrastructure and Energy in Albania, engineer with extensive experience in the energy sector and promoter of regional cooperation for the transition towards clean energy.

These were the first architects of reform. They laid the foundations upon which new laws and sustainable policies are built today. Although the adoption of these laws may seem like a natural step today, it is essential to recognize the hard work of those who made this transformation possible.

What Does the New Law Provide for 2026?

The Government of Kosovo has approved a new draft law on energy efficiency, which foresees important changes for the construction sector:

  • All new buildings, as well as those undergoing renovations after 2026, will be required to meet minimum energy performance standards.

  • The use of solar panels will become mandatory for residential and commercial buildings, as part of the national strategy for the transition to clean energy.

These measures are part of Kosovo's commitments to meet climate objectives, aiming to reduce greenhouse gas emissions and increase energy sustainability at the national level.

Riza Smajli – The Man Who Laid the Tracks of the Future

In this new chapter for Kosovo, Riza Smajli's name will remain etched as one of the most important architects of strategic thinking in the energy sector. He is a visionary who did not wait for the train to leave – but himself laid the tracks towards the country's green future.
